엊그제 페이스북 암호화폐 리브라가 미국 상원 청문회의 질문을 받았다. 리브라가 주목 받으면서 어떻게 높은 수준의 스테이블코인의 특징을 규정할 수 있는지가 대중의 궁금증을 불러일으키고 있다.
트루USD 스테이블코인 발행 업체 트러스트토큰의 라이언 로덴바흐 아태지역 총괄은 최근 페이스북 코인 리브라에 대한 의견을 밝혔다.
“페이스북은 리브라를 전통적인 은행 결제서비스를 이용할 수 없는 사람들을 위해 발행한다고 주장하지만 실상은 다르다”며 “리브라가 페이스북의 ‘데이터 독점자(Data Monopoly)’로서 이미지를 무너뜨리진 않을 것”이라 말했다. 페이스북이 사용자의 개인 정보를 통제하고 있는 상황에서 리브라가 사용자들의 프라이버시를 보호해줄 수가 없다는 것이다.

“리브라가 널리 사용되게 되면, 리브라가 단일 통화가 아닌 여러가지 통화에 연동되는 특성을 가졌기 때문에 리브라는 법정화폐를 대체하는 경향을 보일 것이다. 만약 당신이 주로 달러를 소비하는데 리브라의 달러에 대한 가격이 자주 변동한다면 당신은 더 많은 리브라를 가지려고 하진 않을 것이다. 하지만 만약 당신이 리브라를 주로 소비하게 된다면(만약 페이스북이 이런 인터넷 주류 화폐를 만드는 데 성공했다면) 조금 전의 과정은 정반대일 것이다. 만약 당신의 대부분의 제품이 인터넷 쇼핑에서 오고 온라인의 모든 상품들이 리브라로 가격을 표시한다면, 당신은 결국 리브라만 사용할 것이다. 가끔 여행할 때만 당신은 리브라를 달러로 바꿀 것이다.” – 블룸버그
6월 발표된 블룸버그 칼럼을 인용하며 그는 “리브라가 여러 개의 주요 화폐와 연동되기 때문에 미국인들은 달러를 선호할 가능성이 높다. 환율이 불안정한 개발 도상국의 경우 리브라가 안정적인 화폐로 여겨질 것이다. “하나의 바구니에 더 많은 계란을” 넣을지라도 트루USD와 같은 단일 화폐 연동 코인이 장기적으로는 더 구매력이 클 것”이라 내다봤다.
“현재 모든 스테이블코인의 주요 목표는 거래소에서 지불 수단으로 쓰이는 것이지만 사람들이 송금 같은 새로운 사례에 주목하고 있다”고 말했다. 라이언 총괄은 “다른 스테이블코인이 리브라와 손을 잡을 것 같지 않다”면서 “트루USD와 다른 스테이블코인은 한 두개의 케이스에 집중하여 마켓 포지셔닝을 할 필요가 있다”고 설명했다.
“리브라든 다른 스테이블코인이든, 화폐의 가치를 실제로 증명하기에 충분한 담보 자금을 모으는 것이 중요하다”면서 “실물 자산과 블록체인 자산 간에 연결 고리인 만큼 보안과 투명성 그리고 합법성은 전체 업계에서 지속적으로 관심 가져야 할 때”라고 말했다.
최근 스테이블코인 마켓에도 혼란이 있다. 테더가 실제 자금을 보유하고 있는지에 대한 의문이 가중되고 있는 가운데 50억원 상당의 테더가 시장에 팔렸다가 15분 안에 소각된 사건이 있었던 것이다. 또한 암호화폐 거래소 비트파이넥스에서 약 8억 5천만 달러(약 9920억원) 상당의 테더 유보금을 이용해 은폐한 혐의를 받고 있는 상황.
이러한 이유로 지난 해 트루USD는 스테이블코인 윤리 규정을 발표하고 스테이블코인 프로젝트에 합법적으로 운영할 것을 촉구하며 나선 바 있다. 합법성, 보안 그리고 투명성 면에서 트루USD 팀 리더십 전체가 발로 뛰고 있다는 증거다.
트루USD는 미국 재무부 산하 금융범죄단속 네트워크(FinCEN)을 통해 금융 서비스 비즈니스 (MSB)로 등록되어 있으며, KYC와 AML을 철저히 시행하고 있다고 밝혔다.
또한 신뢰할 수 있는 독립적인 신탁회사를 선택함으로써 모든 자금을 직접 관리하게끔 하고 있다. 팀 내부에서는 어떠한 커스터디 자금에도 권한이 없으며 자금을 송금하는 데 참여할 수 없게 되어있다.
라이언 총괄은 “투명한 운영은 트루USD에만 국한된 것이 아니”라며 “최근 발행한 트루GBP, 트루AUD, 트루EUR, 트루CAD, 트루HKD와 같은 스테이블코인에도 모두 트루USD의 규제 규정을 적용하고 있다”고 설명했다.

Ryan Rodenbaugh, head of TrustToken Asia Pacific, the issuer of stablecoin TrueUSD, has recently published his views on Libra and Shared his in-depth understanding of the compliance of stablecoin. Libra must deal with regulation
"Libra will undoubtedly have an impact on mobile payment (such as Alipay and WeChat payment in China) and traditional financial institutions. It is no secret that Facebook founder Mark Zuckerberg has coveted WeChat payment."
Ryan argues that Facebook claims to issue Libra "to help the unbanked people. "Financial infrastructure for people who cannot use traditional payment channels," similar to the goals and visions of many other existing stable currencies. Libra does not, however, shatter Facebook's image as a data monopoly. In fact, Libra doesn't protect users' privacy when their personal information is controlled by Facebook.
"The most commonly used words, people in the US use when discussing Libra include: regulation, privacy, and trust, so we hear these terms constantly challenged by David Marcus, the Libra project Director." Mr. Ryan says, “At least in the eyes of regulators, “data monopoly" have damaged Facebook's reputation. Assume that if you use Libra to buy things on partner websites or in stores, not just Facebook, but all partner companies do an in-depth analysis of your trading habits.”
Like lawmakers, Twitter's C-level leadership suspect Facebook is ineffective in protecting privacy. Given Facebook's past record on privacy, Ryan says he's right to be skeptical. "But given the regulatory scrutiny of Facebook, Facebook is going to try to protect users privacy and avoid more regulation," he said.
Libra is a stablecoin linked to a series of legal tender. But Ryan stresses that Libra - which is not linked to a single currency - does not always convert into an equivalent local currency. Libra's ratio to local currencies fluctuates when the value of the underlying asset changes. Libra holders can trust its ability to store value in the long run. This is similar to, but different from, stablecoins such as TrueUSD (TUSD).

Moreover, Ryan cites a Bloomberg report explaining the difference between anchoring a basket of currencies and anchoring an order of currencies:
“If you mostly spend dollars, and Libra is always going up and down against the dollar, that will be annoying and you won’t want as many Libras. But if you mostly spend Libras—if Facebook is successful at making this the main currency of the internet—then that dynamic will reverse. If the dollar is always going up and down against the Libra, that will be annoying and you’ll want more Libras. The dollar will start to seem unstable and useless. If you buy most things online, and if everything online is priced in Libras, then you’ll end up living your life denominated in Libras, and only converting your Libras into dollars on your occasional touristic visits to the physical world.”
Therefore, if you consider whether Libra will threaten the status of mainstream currencies in the market or have an impact on existing stablecoins such as TUSD, then it comes back to the question of "who is the target market". Since Libra links to a basket of currencies, Americans are likely to prefer dollars. But in developing countries with unstable exchange rates, Libra may be found to be more stable. In theory, although you do put "more eggs in one basket", pegs to a single currency (such as TUSD and TEUR) have clearer purchasing power in the long run.
For all the current stablecoins, its core purpose is to be paid on exchanges. But people are also exploring new use cases for things like remittances. Ryan believes that it seems unlikely that other stablecoins will go hand in hand with Libra, so TUSD and other stable coins need to develop their own market positioning, focusing on one or two aspects.
Whether Libra or other stablecoins, gather enough collaterals to give a real endorsement of their value is still to be seen. As a bridge between the real world and the blockchain world, the security, transparency, and compliance of stablecoin is a topic that needs constant attention from the whole industry.
There is some confusion in the stablecoin market. Recently, for example, Tether, which has been dogged by questions about whether it had any real assets, sold 5 billion USDT on the market and then quickly destroyed it within 15 minutes, later explaining that it was a mistake. Back in April, Letitia James, New York's attorney-general, said in a press release that Bitfinex, a cryptocurrency exchange, had lost $850m, which it later covered with Tether's money. All this undoubtedly makes the USDT issued by Tether questionable for its transparency and trust.
For this reason, TUSD issued the industry code of ethics at the end of last year, inviting the stablecoin projects around the world to anchor compliant coins and commit to abiding by and continuously improving the code. Meanwhile, the TUSD team leads by example and has done a lot of work in compliance, security, and transparency.
In terms of compliance, TUSD has been registered as Money Services Business (" MSB ") through the Financial Crimes Enforcement Network (" FinCEN ") under the US Treasury Department. In addition, TUSD maintains compliance by adding KYC (customer background check) and AML (anti-money laundering review).
The TUSD team chooses an independent and reliable trust company to directly manage all funds. The team cannot obtain any custody funds and does not participate in the transfer of custody funds.
In order to ensure the transparency of funds, TUSD's escrow account funds are held regularly and are subject to continuous professional auditing. Independent third-party audits are regularly conducted by Cohen & Co., a leading U.S. listed accounting firm, and the results are regularly published through official channels. Meanwhile, as an exclusive partner, the TUSD team has reached an agreement with Armanino, a top 25 independent accounting firm in the United States. Users can check the real-time fund data of TUSD at any time, which is submitted independently by Armanino and confirmed by a third party.
